Petition under Section 11 of the Contempt of Courts Act, 1970/71to punish respondents 1 to 3 for their wilful and deliberate intentional failure to disobeying the orders of this Court dated 23.12.2020 passed in W.P. No. 14853 of 2019 and its batch cases. For Petitioner ::

COMMON ORDER Pursuant to the orders passed by this Court on 06.10.2021, the contempt petitions are posted for hearing today. Mr.R. Neelakandan, learned Additional Advocate General appearing on behalf of the official respondents submitted the proceedings of the Inspector General of Registration dated 01.12.2021. It is seen from these proceedings that the earlier proceedings dated 26.02.2021 has been withdrawn. In view of the same, no further orders can be passed in these contempt petitions. Eventhough this Court had issued statutory notice to the respondents, in view of the proceedings dated 01.12.2021 of the Inspector General of Registration, the personal appearance of the respondents is dispensed with.

The persons, who were benefitted by the order passed on 26.02.2021 represented their grievance through their counsel, when the contempt petitions were taken up for hearing today. In the considered view of this Court, this Court does not want to expand the scope of the contempt petitions. This Court was more concerned about the compliance of the order passed by this Court on 23.12.2020. If anyone is aggrieved by the proceedings of the Inspector General of Registration dated 01.12.2021, it is left open to them to independently agitate their rights in the manner known 4\6

to law. The said exercise cannot be permitted in these contempt petitions. It goes without saying that whatever future course of action is taken by the official respondents, the same shall be done strictly in line with the directions issued by this Court through order dated 23.12.2020. This clarification will sufficiently take care of the doubts that were expressed before this Court regarding the new list that is going to be prepared. 4.
