O R D E R
The relief sought by the petitioner in this writ petition is to declare that the action of the respondent not including the name of the petitioners for the original certificate verification list issued by the respondent dated 06.03.2020 as arbitrary, illegal and violation of natural justice and consequently direct the respondent to permit the petitioners to participate the counseling for the posts include in the Combined Civil Services Examination - 4, Group-IV Examinations issued by the respondent in Notification No.19/2019 dated 14.06.2019.
2. Learned counsel for the petitioner submitted that the petitioner responded to the Notification dated 14.06.2019 issued by the respondent/Commission calling for applications for appointment to various posts under Combined Civil Services Examination - 4 (Group-IV). According to the petitioner, she is a Post Graduate in Master of Commerce and she studied in Tamil Medium of instruction. The petitioner appears to have qualified both Tamil and English Senior Grade Typewriting, conducted Page No.2 of 7
by the Department of Technical Education. Therefore, she applied for consideration under PSTM category and also under destitute widow. The petitioner belongs to Backward Class Muslims (BCM) and she was placed under her communal category.
3. Learned counsel for the petitioner further submitted that the petitioner participated in the written examination held on 01.09.2019 and the result was published on 30.11.2019. The petitioner was provisionally selected for certificate verification and therefore, she was directed to upload the documents in support of her claim through E-Seva Center. While uploading the documents, the E-Seva Center has uploaded the petitioner's Senior Grade Typewriting Tamil as against the slot for Senior Grade Typewriting English, though she had qualified in Senior Grade Typewriting English and possessed certificate to that effect. In view of the non-uploading of Senior Grade Typewriting English to support her claim, the petitioner was not called for counseling. Hence, she had sent a Mail to the respondent on 07.03.2020, however, there was no response to her mail and therefore, the petitioner has come forward with the present writ petition. Page No.3 of 7

Learned standing counsel appearing for the respondent/Tamil Nadu Public Service Commission submitted that based on marks and rules of reservation, the petitioner has not reached the zone of consideration, which is required for the concerned post. Hence, she prayed this Court to dismiss the writ petition.
5. Heard the learned counsel on either side and perused the materials available on record.
6. In view of the facts and circumstances and the submission made by the learned counsel on either side, it is clear that though the petitioner has secured communal rank of 1865 and over all rank of 14761 for the post of Typist, she not reached the zone of consideration.
7. Accordingly, this writ petition stands dismissed. No costs. Consequently, connected miscellaneous petitions are closed. Page No.4 of 7
