Respondents Writ Petition is filed under Article 226 of the Constitution of India, praying for the issuance of a Writ of Mandamus, directing the second respondent to consider the petitioner's representation dated 5.12.2013 praying for inclusion of his name in the proposals called by the first respondent in Na.Ka.No.3575 of 2013/A3(Va) dated 29.8.2013 in the appropriate place with reference to his seniority.

ORDER
The relief sought for in this writ petition is for a direction to direct the second respondent to consider the representation submitted by the writ petitioner on 5.12.2013 for the inclusion of the writ petitioner's name in the proposals called for by the first respondent in proceedings dated
29.8.2013 in the appropriate place with reference to his seniority.
2. The learned counsel appearing for the writ petitioner made a submission that the petitioner is working as Panchayat Secretary in Thiruvalanjulai Panchayat, Thiruthuraipoondi Taluk, Thiruvarur District. The writ petitioner was appointed as Panchayat Secretary (Panchayat Assistant) on 1.7.1987 and his next avenue for promotion is to the post of Junior Assistant. However, his name was not considered for inclusion in the panel. In this regard, the writ petitioner made a representation to the second respondent on 5.12.2013 and the same is yet to be considered.
3. Thus, without going into the merits of the matter, the second respondent is directed to consider the representation submitted by the writ petitioner on 5.12.2013 and pass orders on merits and in accordance with law, within a period of twelve weeks from the date of receipt of a copy of this order. The writ petitioner is directed to enclose the copy of the representation and other documents, to the first respondent along with the order passed in this writ petition.
