Prayer : Writ Petition filed under Article 226 of Constitution of India, praying to issue a Writ of Declaration, declaring the circular of the 1st respondent dated 18.11.2013, bearing NO.A/13/1/4/ PIPMATE/2013/A1/PF/999 is null and void, since the circular is passed without following the Notification issued by the 2nd respondent, dated 5.3.2010, published in Part III Section IV of Gazette of India extraordinary as far as the date of implementation of revised pay of arrears (V) Anomalies, if any, in the implementation of this Scheme may be brought to the notice of the Department of Higher Education, Ministry of Human Resource Department and AICTE for clarification.
