Respondents Prayer: Petition filed under Article 226 of the Constitution of India seeking a writ of mandamus, directing the respondents to take action to file final reports for all the listed cases annexed hereunder. ORDER

(Made by the Hon'ble Chief Justice) Heard Mr.David Sunder Singh, learned counsel for the petitioner and Mr.P.Muthukumar, learned State Government Pleader for respondents.

2. The matter relates to the act of persons indulging in bonded labour system and the First Information Reports filed without filing a final report. The matters are pending for years.

3. Status reports are filed. Learned counsel for the petitioner accepts that now, in majority of the matters, charge sheets have been filed. The only grievance of the petitioner is that the charge sheets are filed much belatedly after a long slumber.

4. It is also the contention of the learned counsel for the petitioner that the assistance of rehabilitation to the bonded labours or payment of compensation should not depend upon the conviction.

5. In the present writ petition, the said grievance is not raised. The relief sought in the writ petition is only to the extent that final reports are not filed. The same appears to have been filed by the State in almost all matters. The petitioner may come out with a petition, raising all such grounds, which can be considered by the court appropriately. As far as the present writ petition is concerned, the purpose stands served.

6. We would appreciate that in these type of matters, the State shall endeavour to complete investigation and file charge sheets expeditiously.

7. In the light of that, the writ petition stands disposed of. There will be no order as to costs.
