Writ Petition , filed under Article 226 of the Constitution of India, for issuance of Writ of Mandamus, directing the respondents to consider the petitioner's representation, dated 20.10.2017, and change the location of the garbage depot in S.F.Nos.760 and 760/2 Kuppichi Pudhur Revenue Village, Kuttikaradi, Odayakulam Panchayat, Coimbatore District to some other place within the time limit fixed by this Court. (Order of the Court was delivered by T.S.Sivagnanam, J.,) Heard Mr. S. Gunalan, the learned counsel appearing for the petitioner and Mr.T.N. Rajagopalan, the learned Government Pleader (i/c) appearing for the respondents. 2.
The petitioner has filed this Writ Petition, styled as Public Interest Litigation to direct the second respondent to consider the petitioner's representation, dated 20.10.2017, and change the location of the garbage dumping area, which is stated have been located in S.F.Nos.760 and 760/2 Kuppichi Pudhur Revenue Village, Kuttikaradi, Odayakulam Panchayat, Coimbatore District to some other place.

On a reading of the affidavit, filed in support of this Writ Petition, it is not clear as to how the area/land, in question, is to be used as a garbage dumping area, or segregation area or a compost yard. As rightly pointed out by the learned Government Pleader (i/c) for the respondents, on a reading of the representation, dated 20.10.2017, we find that area is to be used as a compost yard. If the area is to be used as a compost yard, then, adequate measures have to be taken to keep the area in an hygienic manner, and have to be monitored by the District Administration; respective Municipalities and Local Bodies. Based on such vague, representation, we do not propose to issue direction as sought for by the petitioner, in this Writ Petition. However, this order will not prevent the petitioner from pursuing his representation before the respondents.
