Writ Petition filed under Article 226 of the Constitution of India praying to issue a Writ of Mandamus, directing the first respondent herein to consider the Appeal petition dated 09.08.2018 submitted by the petitioner against the punishment of Stoppage of Increment for 2 years without cumulative effect imposed by the second respondent herein in his proceedings in F.3/ Tha.Pa.01/ 2015 u/r.17(b) dated 8.06.2018 and pass orders on merits and in accordance with law within a time frame. O R D E R

The grievance of the writ petitioner is that an order of punishment was issued by the competent authority in proceedings dated 08.06.2018, imposing the punishment of stoppage of increment for two years without cumulative effect. 2.Against the said order of punishment, the writ petitioner preferred an appeal to the 1st respondent on 09.08.2018, which is yet to be considered.

3.The learned counsel for the writ petitioner states that on account of the currency of punishment, his service benefits including promotions are connected. Thus, early disposal of the appeal is necessary.

4.Under these circumstances, without going into the merits of the matter, the 1st respondent is directed to consider the appeal filed by the writ petitioner on 09.08.2018 and pass orders on merits and in accordance with law within a period of twelve weeks from the date of receipt of a copy of this order. The writ petitioner is also directed to enclose the copy of the appeal and all other relevant documents along with the order passed in the writ petition.
