Respondents Prayer: This Writ Petition is filed under Article 226 of the Constitution of India, seeking for a writ of mandamus, Directing the 2nd respondent to sanction education loan to petitioner son as per the petitioner representation dated 14.03.2015 to pursue his 3 years Hotel Management Degree course in Chennai Amirtha International Institute of Hotel Management and Catering Technology in Chennai which is affiliated with Bharathidasan University.

By consent, the writ petition is taken up for final disposal.
2. The petitioner claims that he is an Auto driver and he is having a son and daughter and his earning is not sufficient to meet out the expenses relating to provide higher education to his son viz. Surender. The petitioner would state that his son viz. Surender has joined Amirta International Institute of Hotel Management and Catering Technology, Chennai for pursuing three years Hotel Management and Catering Technology Course and the educational expenditure for undergoing the said Course in the said college works out to Rs.3,78,000/- and out of the said amount, he has paid Rs.42,000/- and for paying the balance amount he approached the respondents for educational loan, who vide letter
dated 26.02.2015, has informed the petitioner that his proposal is not meeting the merit criteria, as the admission to the course is not based on merit or common entrance test approved and they also indicated that it is open to him to justify the same by including the prospects of the employability.
3. The petitioner subsequently submitted representation dated 14.03.2015 to the 2nd respondent praying to grant educational loan and also undertook to produce the necessary certificates and since, he has not been favoured with any kind of response, came forward to file this writ petition.
4. Heard the submissions of Mr.S.Tamilarasan, learned counsel appearing for the petitioner and Mr.N.Karunanidhi, learned counsel appearing for the respondents.

This Court, in the light of the above facts and circumstances, especially the economic background of the petitioner, directs the 2nd respondent to issue an application form for educational loan to the petitioner, within a period of one week from the date of receipt of a copy of this order and the petitioner, on receipt of the application is directed to fill up the same, furnish all necessary particulars and submit the application by enclosing all relevant documents, so as to enable the 2nd respondent to process the application and in the event of the filled up application, fulfilling the relevant norms and regulations, the 2nd respondent is directed to consider the application and pass orders regarding the sanction of educational loan, as expeditiously as possible and not later than four weeks from the date of receipt of the application and communicate the decision taken to the petitioner.
