(The case has been heard through video conference) This Writ Petition has been filed seeking a direction directing the 2nd respondent to dispose the appeal filed by the petitioner dated 19.07.2018.

2. The grievance of the petitioner is that against the order passed by the 2nd respondent dated 19.06.2018, the petitioner has preferred the appeal before the 1st respondent on 19.07.2018, but so far, the appeal was not disposed of. Hence, the present Writ Petition has been filed by the petitioner.

3. I have heard and considered the rival submissions made by learned counsel appearing for petitioner as well as learned Government Advocate and perused the records carefully.

4. Considering the limited prayer sought in the Writ Petition, without going into the merits of the case, the 1st respondent is directed to consider the petitioner's appeal and to pass suitable orders on merits after giving opportunity to the petitioner as well as to the rival claimants within a period of twelve weeks from the date of receipt of copy of this order.
