4. Considering the facts and circumstances of the case and nature of the matter, it may not be necessary to be detained by factual matrix. Suffice to say that owing to the facts, circumstances of the case and nature of the matter, the reason adduced i.e., delay in obtaining certified copy of the aforementioned judgment is accepted.
