2. Heard Mr.N.A.Sadique, learned counsel for the petitioner and Mr.A.N.Thambidurai, learned Special Government Pleader appearing for the respondents 1 and 2 and Mr.P.V.Selvakumar, learned counsel appearing for the third respondent.

3. Considering the facts and circumstances of the case, without going into the merits of this case the second respondent is directed to consider the representation of the petitioner dated 28.01.2017 on merits and in accordance with law and also pass orders, within a period of eight weeks, from the date of receipt of a copy of this order.
