This petition is filed by the proposed petitioners 1 to 12 to implead them as party respondents 5 to 16 in the Writ Petition.

2. Heard the learned counsel for the petitioners.

3. Considering the fact that the proposed petitioners are necessary parties to decide the issue involved in the Writ Petition and in order to avoid multiplicity of proceedings, this Court is inclined to allow the present petition.

4. Accordingly, this application is ordered as prayed for.
