Prayer: Writ Petition filed under Article 226 of the Constitution of India, to issue a Writ of Mandamus, directing the third Respondent to consider the petitioner's representation dated 01.03.2022 (requesting them to give fresh electricity connection to the portion occupied by him) within a stipulated time.

Ms.Keerthana Shenoi, learned counsel for Mr.L.Jai Venkatesh, learned Standing Counsel accepts notice for the respondents and has sufficient instructions for final disposal of this matter even at this juncture. Hence by consent of both the learned counsel for the petitioner as well as the learned Standing Counsel, the main writ petition is taken up for final disposal even at the stage of admission. In the light of order proposed to be passed, no notice is thought necessary to R4. 2.The petitioner sought an electricity connection in respect of the property at No.S20, Second Floor, Rajalakshmi Apartment, Kamaraj Salai, Periasekkadu, Madhavaram Milk Colony, Chennai-600 051, which is owned by R4. The property is under lease of the petitioner from 27.01.2021 and he states that from 18.09.2021 service has been disconnected. He has been making request to the official respondents to reconnect the same, but to no avail.

Ms.Shenoi would point out that the representation of the petitioner is dated 01.03.2022 in response to which communication dated 01.04.2022 has been issued by R3 pointing out various lacunae in the request. In brief, it appears that there are arrears of electricity to the said property and also an allegation of theft and this is the reason why the connection was disconnected in the first place.
4.Be that as it may, seeing as the matter is under progress, it is appropriate that the petitioner respond to the communication of the Department dated 01.04.2022 and take forward matters in accordance with law.
