Lecturer that is 2009-2010, 2010-2011, 2011-2012, 2012-2013, 2013-2014, 2014-2015, from June 2015 to February 2016 ( 6 1⁄2 years) on the basis of the representation given by the petitioner on 17.02.2026 in addition to the certificates issued earlier dated 18.11.2025 and pass orders. ORDER

The writ petition has been filed seeking a mandamus to the respondents 4 and 5 to issue teaching experience certificate for the period the petitioner had served as Guest Lecturer, based on her representation dated 17.02.2026.

It is the case of the petitioner that after completing his M.Phil., degree, he joined as Guest Lecturer in the Department of Computer Applications in Government Thirumagal Mills College, Gudiyattam, on 01.02.2000 and had put in more than 25 years of service. The petitioner would submit that despite he having served for more than 25 years in the above institution as Guest Lecturer, he had been provided with the Teaching Experience Certificate only for the years i.e., 2006-2007, 2007-2008, 20082009, 2015-2016 2017-2018, 2018-2019, 2019-2020, 2020-2021, 2021-2022, 2022-2023, 2023-2024, 2024-2025, & 01.06.2025 to 16.10.2025 by the 5th 2/6

respondent-College, vide certificate dated 18.11.2025 and was ignored to provide certificate for 6 1⁄2 years viz., 2009-2010, 2010-2011, 2011-2012, 2012-2013, 2013-2014, 2014-2015 and from June-2025 to February 2026. When he approached the 4th and 5th respondents to include his teaching experience for the omitted period viz., 2009-2010, 2010-2011, 2011-2012, 2012-2013, 2013-2014, 2014-2015 and from June-2025 to February 2026, the same was ignored without any valid reasons. Therefore, the petitioner had submitted his representation on 17.02.2026 to the respondents seeking to provide Teaching Experience Certificate including the said 6 1⁄2 years. The same was not considered by the respondents.

The petitioner contends that if he would have been provided with Teaching Experience Certificate at that point in time, he would have got a fair chance of getting selected to the post of Assistant Professor called for by the TRB during the year 2019, 2024 and 2025. The petitioner would further submit that the Teachers Recruitment Board is now going to recruit Assistant Professors from the Guest Lecturers and he intends to apply for the same. Since his representation was not considered to date, the petitioner is before this Court.

The learned counsel appearing for the petitioners would submit that similarly placed person had approached this Court in WP.No.2441 of 2021 and obtained an order on 11.02.2021, in which the learned Judge has disposed of the writ by placing reliance on the dicta laid down in W.P.No.18186 of 2013. Hence, this Court may issue directions to the respondents herein to consider the petitioner's representation dated 19.02.2026, in line with the orders of this Court in W.P. No.2441 of 2021.

Considering the facts and circumstances of the case and also taking into account that the petitioner's representation is already pending before the authorities concerned, this Court directs the 4th and 5th respondent to consider the petitioner's> representation dated 17.02.2026 and pass appropriate orders on merits and in accordance with law, after affording an opportunity of hearing, within a period of six weeks from the date of receipt of this order. 6.

With the above direction, the writ petition is disposed of. No costs.
