Writ Petition filed under Article 226 of the Constitution of India praying to issue a Writ of Mandamus, directing the respondents to give permission to conduct a festival orchestra (only devotional songs) of Arulmighu Shri Balambigai Samedha Shri Dheerkajala Easwarar Temple, Nedungundram Village, Chetpet, Tiruvannamalai District scheduled to be held on 21.03.2019 between 7.00 p.m. to 10.00 p.m. in yearly festival in their village by considering his representations dated 06.03.2019 and 12.03.2019.

By consent of the parties, this main writ petition is taken up for final disposal at the admission stage itself.

The petitioner seeks for Mandamus directing the respondents to give permission to conduct a festival orchestra (only devotional songs) of Arulmighu Shri Balambigai Samedha Shri Dheerkajala Easwarar Temple, Nedungundram Village, Chetpet, Tiruvannamalai District scheduled to be held on 21.03.2019 https://hcservices.ecourts.gov.in/hcservices/
between 7.00 p.m. to 10.00 p.m. by considering his representations dated 06.03.2019 and 12.03.2019.

The learned Additional Government Pleader, who takes notice for the respondents submitted that already a circular memorandum dated 31.10.2018 has been issued by the Director General of Police to all the Station House Officers/Inspectors indicating the conditions to be imposed while considering the grant of permission to "Aadal Padal Programme". Therefore, he submitted that the petitioner's representation will be considered by the second respondent in the light of the Circular already issued by the Director General of Police dated 31.10.2018.
4. Recording the above said submission, this Writ Petition is disposed of, by directing the second respondent to consider the petitioner's representations dated 06.03.2019 and 12.03.2019 and pass orders on the same on merits and in accordance with law on or before 20.03.2019. No costs.
