This writ petition is filed to direct the 1st respondent to dispose of the petitioner's appeal dated 22.12.2016 for issuance of Scheduled Caste Community Certificate, Panniandi community to his children, V.Lalitha and V.Thamarai Selvan. https://hcservices.ecourts.gov.in/hcservices/

2. The petitioner herein is the father of V.Lalitha and V.Thamarai Selvan, aged 18 years and 13 years respectively. His daughter, V.Lalitha is studying B.Sc., Chemistry, in Sri Vidyalaya College of Arts and Science at Nallampalli, Dharmapuri and his son V.Thamarai Selvan is studying 9th Standards in Dawn Matriculation Higher Secondary School, Dharmapuri. They belong to scheduled caste community. The petitioner filed an application to the 2nd respondent for issuance of certificate to his daughter but the same was rejected by an order dated 07.10.2016 in proceedings in Na.Ka.No.2561/A1. Having aggrieved over the same, he filed an appeal dated 22.12.2016 before the 1st respondent. The grievance of the petitioner is that till date no order has been passed in the said appeal and the same is pending before the 1st respondent for the past 1 1⁄2 years. Hence, the petitioner has filed the present writ petition to direct the 1st respondent to dispose of the appeal.

3. Heard the learned counsel for the petitioner and the learned Government Advocate appearing for the respondents.

4. Considering the facts and circumstances of the case and the submissions made on either side, this Court directs the first respondent to consider the appeal filed by the petitioner dated 22.12.2016 and pass orders on the same on merits and in accordance with law on or before 31.05.2018. It is made clear that this Court is not expressing any view on the merits of the claim made by the petitioner and it is for the first respondent to consider and decide. The writ petition is disposed of accordingly. No costs.
