Decision in respect of which contempt is alleged is dated 27.08.2014 and there is no reference therein to any cut-off date on the eligibility to pension. The learned Judge has directed compliance within a period of eight weeks from date of receipt of a copy of that order.

2. In the compliance report filed by the Commissioner of Rural Development and Panchayat Raj, reliance is placed on a Full Bench decision dated 3.12.2009 which appears to make a distinction between persons brought into regular service pre and post 01.04.2003. Despite repeated questions as to how the aforesaid decision would have any bearing on the matter in question, no satisfactory response is given.

3. Registry is directed to print the name of Mr.C.Selvaraj, learned Government Advocate for the respondents.
