Respondent For Applicant(s): M.D.Lingeswaran, AG&OT PRAYER in A NO. 1168 of 2025 : To permit the Administrator General and Official Trustee to purchase a 1688 4K Camera System with Kara IOS Laparoscopic instruments and EMED Electrosurgical Unit for sum of Rs.65,24,000/- from Indian Ortho Care Surgicals, Old No.4, New No.7, 91st Street, Ashok Nagar, Chennai- 600 083 and to make part payment of Rs.40,00,000/- from the accumulated funds that corresponds to FY 2019-20 and which belong to Trust Estate of Madras Ordinance Pensioned Lascars Charities (MOPL) for donating the same to the Rajiv Gandhi Government General Hospital, Chennai. 1/4
ORDER
This application is filed by AG&OT to permit them to make a part payment towards purchase of 1688 4K Camera System with Kara IOS Laparoscopic Instrument and EMED Electrosurgical Unit from Indian Ortho Care Surgicals, Chennai, from and out of the surplus funds available for the year 2019-20 in the account of Trust Estate of Madras Ordinance Pensioned Lascars Charities (MOPL) and to donate the same to the Rajiv Gandhi Government General Hospital, Chennai.

The learned AG&OT has filed his report dated 05.03.2025 stating that the Dean of Rajiv Gandhi Government General Hospital, Chennai, had addressed a letter dated 31.12.2024 to the Office of AG&OT requesting to provide financial assistance to procure the latest higher version 1688 4K Camera System with Kara IOS Laparoscopic Instrument and EMED Electrosurgical Unit in place of the older version, based on the internal request received from the Department of Endocrine Surgery, Madras Medical College & Rajiv Gandhi Government General Hospital, Chennai600 003. The cost of the said equipment is Rs.64,24,000/-. 3.The learned AG&OT has brought to the notice of the Court that a sum of Rs.60,42,776/- is available in the accounts of Trust Estates of the Madras Ordinance Pensioned Lascars Charities (MOPL) and that a sum of RS.42,94,020/- is available in the account of Kadapakkam Charities and that 2/4
this surplus funds are required to be spent only for charitable purposes. The amount is required to purchase a laproscopic equipment which would serve public.
4.In this connection, the AG&OT after considering the request made by the Dean and being satisfied with the immediate requirement of the said instrument / equipment namely Advanced Laproscopy Tool which is required to serve public, had intended to make part payment of Rs.40,00,000/- towards purchase of the said equipment from the accumulated funds of the Trust Estate of Madras Ordinance Pensioned Lascars Charities (MOPL) and hence, seeks leave of this Court.
5. It is also brought to the notice of the Court a meeting in this regard was also held with the officials, who was also personally present before the Court. He would submit that the Laproscopic instrument now sought to be acquired is in the larger interest of the public.
6. This Court had gone through the report of the learned AG&OT and the request made by the Dean of the Rajiv Gandhi Government General Hospital, Chennai. Having convinced with the bonafide of the requirements, this Court is in agreement with the proposal now submitted by the learned AG&OT in procuring the said equipment.
