(Order of the Court was made by C.V.Karthikeyan, J.) This Petition has been filed to condone the delay of 35 days in filing the above Appeal.

2. In the affidavit filed in support of this Petition, it has been stated that due to the administrative reasons, the delay in filing the appeal has occurred.

3. Notice to R3 returned as "deceased". However, he was the owner of the vehicle and he remained exparte in the proceedings before the Tribunal. Hence, notice to R3 is dispensed with. Notice has been served on the other respondents and their names have also been printed in the cause list.

4. Taking all the factors into consideration, the delay is condoned and this Petition is ordered.
