Without expressing any opinion on the merits of the Writ Petition, the first respondent is directed to consider the petitioner's representation dated 12.09.2018, after issuance of notice to the petitioner and the respondents 2 to 4 herein, and after giving opportunity of hearing to both parties, pass orders on merits and in accordance with law, within a period of twelve weeks from the date of the receipt of a copy of this Order. 4.
