Respondents Prayer:- Writ Petition filed under Article 226 of Constitution of India for the issuance of Writ of Certiorarified Mandamus, call for the records pertains to the first respondent's impugned order dated 25.02.2021, bearing Ref.Na.Ka.No.509/A3/2021 and quash the same as far as the appointment of the second respondent as stamp vendor, consequently, direct the first respondent to consider the candidature of the petitioner for stamp vendor.

ORDER
This Writ Petition has been filed challenging the order passed by the first respondent dated 25.02.2021, thereby granted license as stamp vendor in favour of the second respondent.
2. Heard the learned counsel appearing on either side and perused the materials available on record.
3. The first respondent invited applications for stamp vendor in various places within the District of Cuddalore. The last of application was on 12.02.2021 at 5.00 p.m. The applications should contain solvency certificate. Accordingly, the petitioner had applied for appointment of stamp vendor on 08.02.2021. Thereafter, on 12.02.2021, the petitioner obtained solvency certificate and produced it before the first respondent. However, the first respondent, without considering the application submitted by the petitioner, considered the application submitted by the second respondent and she was appointed as stamp vendor. According to the petitioner, the second respondent submitted an application for solvency certificate dated 12.02.2021, which was obtained by her only at 17.06 hours. Whereas, condition specified for
submission of application is that it should be applied on or before 12.02.2021 at 17.00 hours. Hence, this writ petition.
5. The learned counsel appearing for the second respondent pointed out that all the persons, who applied for solvency certificate, were issued such certificate only on 12.02.2021. That apart, the time mentioned in the certificate does not mean that the certificate was issued at that time.
6. A perusal of the solvency certificate of the petitioner reveals that it was issued on 12.02.2021 and it mentions the time as 16 hours 43 minutes. Therefore, this Court finds no infirmity or illegality in the appointment of the second respondent as stamp vendor. Hence, the writ petition is devoid of merits and is liable to be dismissed. Accordingly, this writ petition stands dismissed. Consequently, connected miscellaneous petition is closed. No costs. 14.06.2024 Internet : Yes Index : Yes/No Speaking/Non-speaking order Lpp
