By consent, the writ petition is taken up for final disposal.

2. The petitioner is said to have purchased certain extent of lands situated in different survey numbers of Melvisharam Village, Wallajah Taluk, Vellore District by means of six registered sale deeds and he intends to construct an educational institution to start a new Polytechnic College and for that purpose, he has to obtain a building plan permit from the local authority, Vellore, before making conversion and development in the said lands. The Local Planning Authority has furnished the list of documents, which have to accompany along with the building plan approval. In so far as lands in S.F.No.26/5A2, admeasuring to an extent of 0.08 Ares, https://hcservices.ecourts.gov.in/hcservices/

it is a wet land and as per the provisions of Town and Country Planning Act, the competent authority has to grant No Objection Certificate for conversion and in this regard, the petitioner submitted a representation dated 14.10.2013 to the 1st respondent praying for grant of No Objection Certificate and it was also followed by another representation to the 2nd respondent dated 13.12.2013 and since no orders came to be passed, the petitioner has filed this writ petition.

3. Heard the submissions of the learned counsel appearing for the petitioner and Mr.Govindasamy, learned Additional Government Pleader, who appears on behalf of the respondents.

This Court, in the light of the above facts and circumstances and without going into the merits of the claim projected by the petitioner in this writ petition, directs the 1st respondent to consider the petitioner's representation dated 14.10.2013 and the 2nd respondent to consider the petitioner's representation dated 13.12.2013, in accordance with law, after putting on notice the persons concerned and pass orders, as expeditiously as possible and not later than six weeks from the date of receipt of a copy of this order and communicate the decision taken, to the petitioner as well as to persons concerned.
