O R D E R
The petitioner has filed this petition to direct respondents 1 to 3 to consider the petitioner's representation dated 20.02.2025 and to fix a fair and affordable rent for all the flower shops in the flower market complex, Eswaran Kovil Street, Tiruppur.

Market Vyabarigal Sangam, representing vendors operating in the newly constructed flower market at Eswaran Kovil Street, Tiruppur, established under the Smart City project in 2022. The Tiruppur City Municipal Corporation auctioned the right to collect rent from 86 shops, parking, and toilets to the fourth respondent for Rs.2.51 crores for 2023-2024, with a 5% increase for 2024-2025. The fourth respondent is now seeking further rent hikes for 2025-2026 following a demand notice from the Corporation for Rs.2.82 crores. Vendors, previously paying only Rs.20-50 daily, are now charged Rs.800 per day, which is unaffordable due to declining sales and rising flower costs. Comparatively, other corporation markets charge much lower rents. Despite representations made to the authorities in February 2025, no relief has been granted. As over 4000 families depend on this trade for livelihood, the petitioner has approached this court seeking intervention to stay the lease renewal process and ensure fair rental terms.
3. Though many grounds have been raised in this writ petition, learned counsel for the petitioner would submit that it would suffice if this Court issues direction to the third respondent to consider the petitioner's Page No.3 of 6
representation dated 20.02.2025, within a time frame to be fixed by this Court.
4. Learned standing counsel appearing for the third respondent has no objection for the said order being passed by this Court.
5. Heard the learned counsel on either side and perused the materials available on record.
6. Considering the limited relief sought for by the learned counsel for the petitioner, this Court without going into the merits of the case directs the third respondent to consider the petitioner's representation dated 20.02.2025, after giving due notice to the petitioner as well as the third respondent, affording an opportunity of personal hearing and considering the documents filed by both the parties and pass appropriate orders on merits and in accordance with law, within a period of eight weeks from the date of receipt of a copy of this order.

7. It is made clear that the respondents 3 & 4 shall not insist for any enhanced rent from the petitioner, till the disposal of his representation dated 20.02.2025 by the third respondent.
8. With the aforesaid observation and direction, this writ petition is disposed of. No costs. Consequently, connected miscellaneous petition is also closed.
