Respondents Prayer: Petition filed under Article 226 of the Constitution of India for issuance of a Writ of Certiorarified Mandamus directing the 3rd respondent (Tahsildar) to consider the petitioner's application dated 26.02.2026 and issue a fresh scheduled caste (origin) Certificate in accordance with the recruitment notification and the constitution (Pondicherry) Scheduled Castes Order, 1964, and further direct the 2nd respondent to clarify the legal basis and circumstances for conducting the community certification (CV) on 04.03.20236 while the department's appeal is pending before the Honble Supreme court without any stay of this Honble Corut prior judgement and consequently direct the respondents to permit the petitioner to participate in the said certificate verification process on 04.03.2026 by accepting his existing valid community documents and service records.

ORDER
