Respondents PRAYER:Writ Petition filed under Article 226 of the Constitution of India, to issue an Writ of Mandamus directing the respondents to consider the representation of the petitioner dated 01.02.2023 and direct the respondents to return all the original certificates of the petitioner, which were produced by the petitioner to the respondents at the time of his joining in Post Graduate Higher Specifically Qualification of Doctor of Medicine (Cardiology (D.M) Course in 2017 at Madras Medical College, Chennai, the 5th respondent and pass orders within the reasonable time fixed by this Court.

ORDER
This Writ Petition has been filed seeking a direction to the Respondents to consider the representation made by the petitioner on 2/6
01.02.2023 and to return all the original documents which were submitted by the petitioner at the time of joining the subject court in the 5th respondent College within the time that may be stipulated by this Court.
2. Mr. E.Veda Bagath Singh, learned Special Government Pleader, takes notice for respondents 1 to 3 & 5.
3. It is the case of the petitioner that, at the time of his admission to the PG Course in Madras Medical College in the academic year 2017, he submitted his original certificates and also executed a bond with a specific condition that after the completion of the said course, he would serve in the Government hospitals or institutions for a period of ten years or would pay a sum of Rs.2,00,00,000/- and subsequently, the said amount was reduced to 50,00,000/-. However, after completion of his course, the petitioner was not offered with the appropriate job in relation to his field and his original certificates were also not returned to him. Therefore, the petitioner made a representation to the respondents on 01.02.2023 seeking to return his original certificates which were produced at the time of admission of the said 3/6
course, however, till date, no action has been taken on the said representation. Hence, the present Writ Petition has been filed.

Though very many grounds have been raised, learned counsel for the petitioner submits that it would suffice if this Court directs the 4th respondent herein to consider the representation made by the petitioner on 01.02.2023 seeking return of the original certificates of the petitioner and pass appropriate orders on merits within the time that may be stipulated by this Court.
5. On the above contention, this Court heard the learned Special Government Pleader appearing for the respondents.

In view of the aforesaid submissions, this Court without expressing any opinion on the merits of the case directs the 4th respondent to consider the representation made by the petitioner on 01.02.2023 seeking return of original certificates of the petitioner and pass appropriate orders on the same in accordance with law, after affording as opportunity of personal 4/6
hearing to the petitioner as well as to the aggrieved parties if any, within a period of four weeks from the date of receipt of a copy of this order.
7. This Writ petition is disposed of with the aforesaid direction. There shall be no order as to costs.
