Mr.P.V.Selvakumar, learned Additional Government Pleader takes notice on behalf of the respondents. By consent, this writ petition is taken up for final disposal.

2. Aggrieved over the order of the second respondent, the petitioner preferred an appeal before the first respondent. Even though the first respondent has called for the files by his letter No.10806/Na Ba 1/2017 - 1, dated 16.08.2017, nothing has progressed thereafter and the appeal is pending for the past 4 years. Aggrieved over the same, the petitioner is before this Court for early disposal of the appeal.

3. Heard the submissions made on either side and perused the materials available on record.

4. Considering the limited prayer, a direction is given to the first respondent to dispose of the appeal on merits and in accordance with law within a period of four weeks from the date of receipt of a copy of this order.

5. The writ petition is disposed of accordingly. No costs.
