As against the impugned orders passed by the 3 st respondent/ there is an effective appeal remedy available before the 1 District Collector u/s 36(e) of the Tamil Nadu Minor Mineral Concession Rules, 1959. Without doing so, filing the present writ petitions is per se unsustainable. Hence, these Writ Petitions are liable to be dismissed.

4. Accordingly, these Writ Petitions are dismissed, granting st respondent u/s liberty to the petitioners to file an appeal before the 1 36(e) of the Tamil Nadu Minor Mineral Concession Rules, 1959. The period pending before this Court is excluded for the purpose of limitation. No costs.
