Common Prayer: Writ Petitions are filed under Article 226 of the Constitution of India, praying for the issuance of a Writ of Certiorarified Mandamus, calling for the records relating to Pro.Pdl.No.33/2012/A3, dated 17.05.2012 of the third Respondent, to quash the same to the limited extent of non-inclusion of the name of the petitioners and issue consequential directions to the third Respondent herein, to include the Petitioner's names in the panel for promotion as Assistant in the appropriate place therein for the year 2012 and to promote the petitioners as such with retrospective effect from the date of promotion of them immediate Juniors with consequential benefits. For petitioner : Mr.M.Ravi in both WPs.

For Respondents : Ms.K.Bhuvaneswari Additional Government Pleader, in both WPs.

COMMON ORDER The instant writ petitions have been filed for a Writ of Certiorarified Mandamus, calling for the records relating to Pro.Pdl.No.33/2012/A3, dated 17.05.2012 of the third respondent, to quash the same to the limited extent of non-inclusion of the name of the petitioners and to issue consequential directions to the third respondent herein, to include the petitioner's names in the panel for promotion as Assistant in the appropriate place therein for the year 2012 and to promote the petitioners as such with retrospective effect from the date of promotion of them immediate Juniors with consequential benefits.

2. The main ground of challenge in these writ petitions, is that the petitioners were not considered for the panel, only for the reason that they did not under go the requisite technical qualification, for the panel of 2012.

3. The 3rd respondent has filed counter, stating that the petitioners did not come under the zonal consideration for the panel of 2012 on the basis of seniority. They are eligible to be included in the panel of 2013.
