Heard both sides. By consent of both the parties the writ petition is taken up for final disposal.

2.In view of the narrow prayer made in the writ petition to dispose of the representation for promotion as Junior Assistant, the writ petition is disposed of at the admission stage itself. 3.The petitioner was appointed as a Night Watchman cum Sweeper in ESI Dispensary - I, Perambur under the third respondent on 10.01.1997. The grievance of the petitioner is that his junior was promoted as Junior Assistant but he was not promoted. Hence, he made a representation to the second respondent to promote him. 4.Without expressing anything on merits, this writ petition is disposed of directing the second respondent to pass orders on the https://hcservices.ecourts.gov.in/hcservices/

representation dated 21.01.2014 of the petitioner for the promotion to the post of Junior Assistant within a period of twelve weeks from the date of receipt of a copy of this order. No costs.
