Heard the learned counsel for both sides.

The grievance of the petitioner is that, despite the fact that the Provincial National Trade Certificate, having been issued by the second respondent in the month of July 1991, a permanent one has not been issued by the first respondent. It is seen from the proceedings of the second respondent that the National Trade Certificate will be issued by the National Council for Vocational Training.

3. The learned Central Government Standing Counsel appearing for the first respondent undertakes / submitted that appropriate certificate will be issued to the petitioner within a reasonable time.

4. The learned counsel for the petitioner submitted that the https://hcservices.ecourts.gov.in/hcservices/

petitioner was appointed as Workshop Assistant in the Directorate of Employment and Training, Cuddalore, in the year 2001 and thereafter promoted as Junior Training Officer on 15.10.2014. However, in view of the non-availability of the National Trade Certificate, at the hands of the first respondent, his services in the post of Junior Training Officer has not been regularized.

5. It is seen that though the matter is pending from the year 2014 and adjourned for nearly four occasions, no counter affidavit has been filed so far. However, taking into consideration the submission made by the learned Standing Counsel appearing for the first respondent, a direction is hereby issued to the respondents, to issue National Trade Certificate to the petitioner, within a period of eight weeks from the date of receipt of a copy of this order.
