2. Respondent No.3 had not contested the matter in the writ petition as submitted by the learned counsels.

3. This is an application for condonation of delay of 145 days in filing the appeal.

4. Considering the reasons given in the accompanying affidavit, the delay caused in filing the appeal is condoned. The application is allowed.
