ORDER
This writ petition is filed to direct the second and third respondents to implement the Centralized Liquor Management System (CLMS) in favor of retired personnel of the Central Industrial Security Force (CISF).
2. Upon hearing, Mr.G.Sankaran, the learned senior counsel appearing on behalf of the petitioner and Mr.B.Rabu Manohar, the learned counsel appearing on behalf of the respondent and perusing the affidavit filed in support of the writ petition and the material records of the case, the grievance of the petitioner association is that its members include both working and retired officials of the CISF. Earlier, the members enjoyed the facility of purchasing liquor from the canteens which were catering to the needs of the defense personnel. But now, when the centralized liquor management system was introduced, the CISF personnel were excluded. Earlier, the Kerala High Court considered the issue in W.P(C).No.
13691 of 2023 and held that there was justification in the claim of the CISF personnel and directed the respondents to reconsider the issue. The respondents, as a matter of fact, passed an order rejecting the request once again by an order dated 28.06.
which was hitherto provided by the CRPF Canteen. The interim order was passed in W.P(C).No.26101 of 2024.

However, when the matter came up for admission, the learned counsel appearing for the respondents pointed out that another person on behalf of the Ex-Servicemen Welfare Association filed W.P.No. 24328 of 2023 and by an order dated 14.11.2024, this Court directed the respondents to consider the issue and pass orders. Accordingly, an order was also passed on 27.03.2025, rejecting the request.
6. Justification is mentioned in paragraphs Nos. 6 and 7 as to why the CISF personnel should not be included. A copy of the said order has also been served on the learned counsel appearing for the petitioner. A policy decision has been taken and an order has been passed. The mandamus, as prayed for in the writ petition, cannot be granted. If the petitioner feels aggrieved by the order dated 27.03.2025, it will be at liberty to challenge the same in the manner known to law.
4. With aforesaid liberty kept open to the petitioner, this writ petition stand dismissed. Consequently, connected miscellaneous petition is closed. 4/7
