Respondents Prayer: This Writ Petition is filed under Article 226 of the Constitution of India, seeking for a writ of mandamus, to direct the 1st Respondent to consider the representation made by the Petitioner on 30.12.2013 so as to enable the wind energy to be useful to the human society in our Country.

By consent, the writ petition is taken up for final disposal.

2. The petitioner claims to be a scientist and also the inventor of generating electricity through wind energy by fixing turbines away from the Railway Track . He has also obtained National Patent Right and a certificate from the Intellectual Property Department of Government of India. The petitioner further claims that he has also obtained patent right in respect of generating green power through natural resources such as (a) Untapped energy from pumped water (b) Train tapped wind tunnel and (c) vertically concentrated solar tunnel and his invention was also recommended by the Madras Institute of Technology affiliated to Anna University and Government of Tamilnadu has also sanctioned a sum of Rs.10,00,000/- for his project vide G.O.No.(2D) 13 & 14, Higher Education (B) Department, dated 31.05.2013. The wish of the petitioner is that the invention made by him have to be utilised https://hcservices.ecourts.gov.in/hcservices/

for public use and in this regard, he submitted a representation dated 30.12.2013 to the 1st respondent and since, he has not been favoured with any response, came forward to file this writ petition.

3. Heard the submissions of Mr.G.Thyagarajan, learned counsel appearing for the petitioner, Mr.P.T.Ramkumar, learned standing counsel, who accepts notice for the 1st respondent and Mr.S.V.Duraisolaimalai, learned Additional Government Pleader, who accepts notice for the 2nd respondent.

Taking into consideration the limited scope of the prayer sought for by the petitioner and without going into the merits of the claim projected by the petitioner, this Court, directs the 1st respondent to consider the representation dated 30.12.2013 submitted by the petitioner, on merits and in accordance with law, and pass orders as expeditiously as possible and not later than eight weeks from the date of receipt of a copy of this order and inform the decision taken, to the petitioner.
