PRAYER: Writ Petition is filed under Article 226 of Constitution of India, pleased to issue a Writ of Mandamus, directing the first and second respondents to grant permission to conduct cultural programme of Adal Padal on 13.04.2023 at 06.00 PM to 11.00 PM at "Sri Mariamman Temple festival" Emanoor Village, Naganarai Post, Pennagaram Taluk, Dharmapuri District by consider the pass orders on the representation dated 17.03.2023 made by the petitioner within the time frame as may be fixed by this Hon'ble Court.

ORDER
This Writ Petition has been filed to direct the first and second respondents to grant permission to conduct cultural programme of Adal Padal on 13.04.2023 at 06.00 PM to 11.00 PM at "Sri Mariamman Temple festival" Emanoor Village, Naganarai Post, Pennagaram Taluk, Dharmapuri District by considering the petitioner's representation dated 17.03.2023. 2.The learned counsel appearing for the petitioner submitted that in order to conduct the cultural programme in the event of Sri Mariamman Temple, Emanoor Village, Naganarai Post, Pennagaram Taluk, Dharmapuri District on 13.04.2023 between 06.00 PM to 11.00 PM, the petitioner has sent a representation dated 17.03.2023 to the second respondent police. But, the same has not been considered so far. Hence, the present writ petition has been filed.
3.The learned Government Advocate (Crl.side) appearing for the respondents submitted that the second respondent police has received the representation of the petitioner and the same is pending for consideration.
4. I have considered the submission of the learned counsel appearing for the petitioner and the learned Government Advocate (Crl.side) appearing for the respondents.
5. It is brought to the notice of this Court that the Director General of Police, Tamil Nadu, Chennai, had issued a Circular Memorandum in Rc.007301/Genl.I(1)/2019, dated 09.04.2019, along with instructions to the Inspectors of Police throughout Tamil Nadu for consideration of applications seeking permission for conducting cultural programme. Therefore, in view of the detailed circular and guidelines issued by the Director General of Police, the second respondent police is hereby directed to consider the representation of the petitioner, dated 17.03.2023 and pass suitable orders based on the above said circular.
