2.Though the Court notice sent to the respondents 2 & 3 have been duly served and their names have been printed in the cause list, none appeared for them.

3.In paragraphs 9 to 11 of the affidavit filed in support of the petition, the petitioners have satisfactorily explained the reasons for the delay.

4.Mr.T.Chandrasekar, learned Special Government Pleader appearing for the 1st respondent submitted that the petitioners have not explained the reasons for the delay in a proper manner.

5.However, we are satisfied with the reasons stated in the affidavit filed in support of the petition. Hence, the delay is condoned. The petition is ordered.
