Respondents Prayer: This Writ Petition is filed under Article 226 of the Constitution of India, seeking for a writ of mandamus, directing the 3rd respondent to dispose of the petitioners representation dated 27.11.2014 for issuance of license for running Bunk Shop on the line of E.V.R. High Road in front of Rajiv Gandhi Hospital nearby subway behind the C4 Police Station Chennai-3. By consent, the writ petition is taken up for final disposal.

2. The petitioner claims that he is a physically handicapped person suffering disability to an extent of 70% and according to him, he is running a bunk shop at E.V.R. High Road in front of Rajiv Gandhi Hospital nearby subway behind the C4 Police Station Chennai and claims that he is selling coffee, tea and other eatable items in an hygienic manner. The petitioner claims that out of the said occupation, he is earning a meagre amount, out of which, he takes care of his family members and aged parents. The petitioner has submitted a representation dated 27.11.2014 to the 1st respondent with a copy marked to the 3rd respondent praying for permanent licence to run the shop and since, no orders came to be passed, he has filed this writ petition.

3. Heard the submissions of Mr.M.Manikandhan, learned counsel appearing for the petitioner, Mr.V.Subbiah, learned Special Government Pleader, who accepts notice for the respondents 1, 2 and 5 and Mr.P.V.Selvakumar, learned standing counsel, who accepts notice for the respondents 3 and 4.

This Court, taking into consideration the limited scope of the prayer sought for by the petitioner and without going into the merits of the claim projected by the petitioner, directs the petitioner to submit one more representation to the respondents 3 and 4, within a period of two weeks from the date of receipt of a copy of this order, by enclosing a copy of the order passed in this Court along with his earlier representation dated 27.11.2014 and the respondents 3 and 4, on receipt of the representation, is directed to consider the same, in accordance with law, and give a disposal within a further period of six weeks from the date of receipt of such representation and inform the decision taken, to the petitioner.
