O R D E R

Mr.C.Munusamy, learned Special Government Pleader appearing for respondents submitted that the direction given by this Court on 28.03.2017 in W.P. No.7595 of 2017 to dispose of the Appeal by the Secretary to Government, School Education Department was complied with belatedly.

2.This Court, taking note of the fact that long delay in complying with the same, has directed the first respondent to file an affidavit explaining the reasons for taking long time in complying with the direction given by this Court. Accordingly, a detailed affidavit has been filed on 14.06.2019 explaining the reasons given in paras 8, 9 and 10 to the effect that in view of several number of Court cases pending before the High Court of Madras and before the Madurai Bench and in order to minimise the pendency of Court cases expeditiously, separate Court sections were created to deal with the Court cases exclusively to monitor and follow up the sizable number of cases.

It is further stated that the Court Sections dealing with the Court cases involving different subject matters pertaining to other sections found it difficult to dispose the court cases efficiently and expeditiously. Since each and every section in this department is familiar with the subject matter allocated, the Court Sections were wound up and the subjects were re-allocated to the original sections. In that process, while transferring the files, files related to this Court cases were unfortunately misplaced. Thus, there was some delay in passing final orders.

3.Since the first respondent has tendered unconditional apology by way of an affidavit dated

14.06.2019 for the delay in complying with the direction given by this Court in W.P. No.7595 of 2017 dated 28.03.2017, the Contempt Petition stands closed.
