This Criminal Original Petition has been filed to direct the respondent Police to register the petitioner's complaint dated 23.05.2015 and investigate the same in accordance with law.

2. Heard Mr.K.R.Ramaswamy @ Traffic Ramaswamy, Party-inPerson and Mr.C.Emalias, the learned Additional Public Prosecutor for the respondent.

3. In the complaint dated 23.05.2015, it has been alleged that on 23.05.2015, unauthorised banners were erected by a political party from All India Radio to Kannagi Statue, without obtaining prior permission.

4. The respondent Police have filed a counter wherein in Paragraph No.3, it is stated as follows :

"3. I submit that the enquiry reveals that as per the requisition made by Tr.P.K.Parasuraman, Political P.A. to Minister of Animal Husbandary, Secretariat, Chennai for erection of 20 digital banners for a day on 23.05.2015 of the size of 15'x10' (unit in size) at Dr.Radha Krishnan Salai to Kamarajar Salai Kannagi Statue within the limits of Inspector of Police, D5 Marina and limits of Corporation of Chennai in the road margin on the belonging to Corporation of Chennai, the District Collector, Chennai given permission vide No.A7/13793/2015, A7/13846/2015, A7/13614/2015, A1/13611/2015 dated 23.05.2015 for the erection of the said Digital Banners."
