O R D E R

Petitioner has come forward with the present writ petition for a mandamus to direct the respondents, more particularly, the 4th respondent to consider his representation dated 15.04.2021 for granting permission to the Founder and State President, Indu Makkal Katchi Mr.Arjun Sampath to garland the statue of Annal Dr.Ambedkar situated at Ambedkar Memorial Hall, Raja Annamalaipuram, Chennai 600 028 on 19.04.2021 at 3 p.m

Upon instructions, Mr.R.A.S.Senthilvel, learned Additional Government Pleader, appearing for the respondents, states that the respondents have no objection for allowing only five persons to Ambedkar Memorial Hall to garland Annal Dr.Ambedkar Statue. In view of the same, the petitioner and four others, may be permitted to garland the statue of Dr.B.R.Ambedkar, situated at Ambedkar Memorial Hall, Raja Annamalaipuram, Chennai 600 028 on 21.04.2021 at 3.00 p.m subject to the following conditions:

i) The petitioner and others should not come in a procession to the Memorial Hall;

ii) Only five persons including the petitioner will be allowed to garland the statue and they are directed to furnish their identity cards to the fourth respondent today itself.

iii) The petitioner and others should not raise any slogan or otherwise, inside the Mani Mandapam;

iv) Permission is granted between 3.00 and 3.30 p.m. Petitioner and others should vacate the place after the time is over.

v) There cannot be any speech, music or otherwise during the said hours.

With the above conditions/restrictions and also any other restrictions that the fourth the respondent may impose, including COVID Protocol, the petitioner and four others are permitted to garland the statue of Dr.B.R.Ambedkar, situated at Ambedkar Memorial Hall, Raja Annamalaipuram, Chennai 600 028 on 21.04.2021 between 3.00 and 3.30 p.m.

4. With the above directions, the writ petition is disposed of. No costs.
