Respondents Prayer: This writ petition filed under Article 226 of the Constitution of India, to issue an order of writ of declaration, declaring that the amendment introduced at 1-HH to Rule 4(a) of the State and Subordinate Service Rules, in G.O.Ms.No.22 dated 24.02.2014, in so far as it relates to the punishment of censure is concerned as null and void as also the proceedings of the Director of School Education issued in proceedings No.97501/C1/E1/2015 dated 30.03.2015 as null and void and issued a consequential direction to the respondents to include the name of the petitioner in the panel as on 01.01.2015 fit for promotion to the post of Headmaster, High School at appropriate place and to promote the petitioner as Headmaster, High School from the date on which his juniors are promoted with all consequential service and monetary benefits.
