ORDER

By consent, the writ petition is taken up for final disposal.

2. The petitioner was a student of Mechanic [Motor Vehicle] at Sri Andal Industrial Training Centre (ITC), Chinnamanjavadi, Dharmapuri District. The said Institute was established with a view to offer National Vocational Training Courses to the students. According to the petitioner, the said institute has complied with all the norms and regulations. The petitioner would submit that after he successfully undergone the course, he was issued with a provisional National Trade Certificate on 05.11.1998 followed by National Apprenticeship Certificate issued by the National Council for Vocational Training. The petitioner would further submit that he has also completed provisional National Apprenticeship Training conducted by the 2nd respondent and a certificate Registration No.84448, NAC No.119879 dated 11.09.2006 was also issued to him for the course of Mechanic [Motor Vehicle].

3. The petitioner further stated that he has also attended the interview for the post of Junior Tradesman on daily wages basis. While participating in the interview, he was directed to furnish some https://hcservices.ecourts.gov.in/hcservices/

documents which include the National Trade Certificate. According to the petitioner, this court, by order dated 14.02.2014 in W.P.Nos.28731 of 2013, etc. batch, has directed the authorities concerned to issue National Trade Certificate to the students/petitioners therein and in this regard, the petitioner has submitted a detailed representation dated 25.05.2015 to the respondents. Since, the petitioner has not been favoured with any response, the petitioner came forward with this writ petition.

4. This court heard Mr.P.Venkateshan, the learned counsel appearing for the petitioner. According to him, on account of non disposal of the petitioner's representation, the petitioner has lost several opportunities of getting employment and hence, he prays for appropriate direction to the respondents.

5. This Court also heard Mr.Su.Srinivasan, the learned Asst. Solicitor General of India, who accepts notice for the 1st respondent and Mr.V.Subbiah, the learned Special Government Pleader, who accepts notice for the 2nd respondent.

6. This court, considering the limited scope of the prayer sought for in the writ petition without going into the merits of the claim made by the petitioner, directs the 2nd respondent to consider and dispose of the petitioner's representation dated 25.05.2015 on merits and in accordance with law and also by taking into consideration the common order dated 14.02.2014 made in W.P.Nos.28731 of 2013, etc. batch, in which the 2nd respondent was also arrayed as a respondent and pass appropriate orders as expeditiously as possible within a period of four weeks from the date of receipt of a copy of this order.
