Prayer: Writ Petition filed under Article 226 of the Constitution of India to issue a Writ of Mandamus directing the respondents to authorize the temple celebrations and give proper police protection to conduct the festival "Panguni Uthiram" Thiruvizha on 25.03.2024 by the villagers of Rangappanoor Village led by "Naattu Gounder Pedigree" at Rangappanoor Village, Sankarapuram Taluk, Kallakurichi District or on any other date fixed by petitioner and villagers. This writ petition has been filed in the nature of mandamus seeking a direction to the respondents to authorize the temple celebrations and give police protection to conduct "Panguni Uthiram" festival on 25.03.2024 by the villagers of Rangappanoor Village led by "Naattu Gounder Pedigree" of Rangappanoor Village, Sankarapuram Taluk, Kallakurichi District.

2.The "Panguni Uthiram" festival is scheduled to be held on Monday i.e, on 25.03.2024 and this matter is now heard at around 03.15 P.M, on Friday (22.03.2024).
3.But at any rate, the learned counsel for the petitioner must place his appreciation on the learned Government Advocate (Crl.Side) who represented on behalf of the respondents 1 to 5. It is stated that adequate protection will be granted, provided the petitioner also obtains permission to conduct festival from the Election Returning Officer, Rishivanthiyam, Kallakurichi District. This is a pre-condition, on which the respondents will be in a position to grant protection to the petitioner. The petitioner may restrict the festival only to conduct the Temple festival alone and not to conduct any stage performance called Aadal Paadal at any point of time.
4.It is now in the hands of the Election Returning Officer, Rishivanthiyam, Kallakurichi District, to take his decision in this aspect and if he takes so, depending on the nature of decision, the respondents may give necessary protection.

5.Observing as above, this Writ Petition stands disposed of. No costs.
