ORDER
The present Writ Petition has been filed seeking issuance of a Writ of Mandamus directing the respondent to consider the petitioner's representation dated 13.12.2025.

The case of the petitioner is that on 27.01.2017, the petitionerCompany was awarded a contract for the establishment of a New State Horticulture Farm at Vengalam in Perambalur District at a negotiated rate of Rs.1,48,01,191/-. The respondent issued a Letter of Acceptance on the same date. The petitioner Company completed the work within the prescribed time and the respondent issued periodic payments via cheques upon completion of each stage of the work.
3. It is further submitted by the petitioner that despite the successful completion of the entire project, the respondent failed to release the final payment of Rs.31,31,645/-. Although the petitioner requested the respondent to settle the final bill, the request was ignored. Subsequently, the petitioner filed a Writ Petition in W.P.No.1866 of 2022, wherein this Court directed the
respondent to dispose of the petitioner's representation within a period of twelve
(12) weeks. Due to non-compliance with the said order, the petitioner initiated contempt proceedings in Cont.P.No.1331 of 2022. During hearing on 12.07.2022, the learned counsel for the respondent submitted that they were unable to transfer a sum of of Rs.16,68,490/- for want of the petitioner's correct bank account details. Recording this submission, this Court closed the Contempt Petition directing the petitioner to provide the necessary bank details to facilitate the transfer.
4. The petitioner further contends that on 25.04.2023, the respondent released the partial payment of Rs.19,54,124/- out of Rs.31,31,645/- and withheld a sum of Rs.11,77,500/-. Thereafter, the petitioner the respondent has not taken any action till date. Aggrieved by this continued inaction, the present Writ Petition has been filed.
5. Heard the learned counsel for the petitioner and the learned counsel for the respondent.

Considering the facts and circumstances of the case and the submission made on either side, this Court directs the respondent to consider the petitioner's representation and pass appropriate orders for the release of the withheld sum of Rs.11,77,500/- within a period of four (4) weeks from the date of receipt of a copy of this order.
