Prayer in W.P.No.21738 of 2018 : Writ Petition filed under Article 226 of the Constitution of India praying to issue a Writ of Mandamus, directing the respondents 1 and 2 to grant permission to conduct the cultural programme of Adal Padal on 15.09.2018 at 07.00 PM to 07.00 PM to 11.00 PM at "Sri Vinayagar Temple" Karugampathur Village, Karugampathur Post, Vellore Taluk, Vellore District, by considering the petitioners representation dated 13.08.2018.

For Petitioners : Mr.S.Mayilnathan (in all W.Ps) For Respondent : Mr.V.Jayaprakash Narayanan (in all W.Ps) C O M M O N O R D E R Seeking permission to conduct cultural programmes in Sri Muthu Mariamman Temple at Ponnankuppam Village, Ponnankuppam Post, Chenji Taluk, Villupuram District ; Sri Vinayagar Temple at Seevoor Village, Kallur Post, Gudiyatham Taluk, Vellore District ; and Sri Vinayagar Temple at Karugampathur Village, Karugampathur Post, Vellore Taluk, Vellore District on 13.09.2018, 14.09.2018 and 15.09.2018 respectively, the petitioners addressed representations dated 13.08.2018 to the respondents. As the same have not been considered, the present writ petitions have been filed.

2. When the matters were taken up for hearing, the learned Special Government Pleader appearing for the respondents, on instructions, submitted that the petitioners, without enclosing the required details regarding their identity, have sent their representations to the respondents through post.

3. In view of the submission so made by the learned Special Government appearing for the respondents, this Court is of the view that the petitioners, without approaching the authority concerned, have straight away come to this Court with the present writ petitions. Such sort of approach by the petitioners

cannot be countenanced. Hence, the relief sought for herein cannot be entertained by this Court.
