certiorarified mandamus to quash the notice of the Second Respondent dated 25.02.2004 and quash the same and consequently forbear the respondents from conducting any election to the council of Architecture u/s.3(3) of the Architects Act 1972 by limiting the franchise of the eligible voters of respondents 2 and 3 to one vote instead of five votes.
