2. The District collector Salem District Salem-636001
3. The District Revenue officer District collectorate Salem District -636 001
4. The Revenue Divisional officer Attur Sub Division, Salem District -636 001
5. The Tahsildar Thalaivasal Taluk Salem District-636 112 ..Respondent(s) Prayer: Writ Petition is filed under Article 226 of the Constitution of India praying for issuance of writ of Mandamus directing the 1st respondent to direct the 2nd to 5th respondent to display the slogan as Bribe giving and receiving is an offence to all the Government Departments in Salem District by implement
the G.O.Ms.No.185 personnel and Administrative Reforms(N)Department dated 10.10.2006 by passing orders on the representation dated 25.8.2025 For Petitioner(s):
Mr.T.Velu For Respondent(s):
Mr.M.Rajendiran, Additional Government Pleader Order The petitioner has filed this writ petition to direct the respondents to display the slogan as Bribe giving and receiving is an offence to all the Government Departments in Salem District by implement the G.O.Ms.No.185 personnel and Administrative Reforms(N)Department dated 10.10.2006.
2. Case of the petitioner is that in the year 2023, her father in law made a petition to issue patta to the above said land. Since the application was not considered, her father in law filed W.P.No.15388 of 2023, which was allowed by directing the respondent to issue patta to the land. However, the 5th respondent asked bribe for issuance of patta but the same was refused by her father-in-law. Due to which, the 5th respondent rejected the patta application. Against which, the petitioner's father-in-law filed an appeal, which is pending.
3. It is the contention of the petitioner that in order to have proper awareness in the Salem District regarding Bribe in the Government Office, the petitioner made a representation dated 25.08.2025 to the 1st respondent
requesting to direct the respondents 2 to 5 to display the slogan as ''Bribe giving and receiving is an Offence'' to all the Government Departments in Salem District by implementing the G.O.Ms.No.185, Personnel and Administrative Reforms (N) Department, dated 10.10.2006. Since no order was passed on the said representation, the petitioner is before this Court.
4. Learned counsel for the petitioner submitted that there is no proper awareness in the Salem District regarding Bribe in the Government Office, since all the revenue officials considered the public applications only getting bribe from them. Hence, it is necessary that a notice board be displayed in every office and in the public places at visible points containing the slogans. Therefore, it would suffice if this Court directs the respondents to display a Notice Board in every Government Office as per G.O.Ms.No.185, Personnel and Administrative Reforms (N) Department dated 10.10.2006.
5. Learned Additional Government Pleader has no objection for such an order being passed by this Court.
6. Heard both sides and also perused the materials available on record.
7. This Court is of the considered view that due to the act of the Government officials in the revenue department, the Tamil Nadu Government
has issued a G.O.Ms.No.185, dated 10.10.2006 by ordering to display a Notice Board in every Government Office and the office of every local body and Government Company or Undertaking containing the following message both in English and Tamil:
''Bribery is against the law; complaints about corruption may be sent to the Director of Vigilance and Anti-Corruption, Madras 600 006'' ''y";rk; rl;l tpnuhjkhdJ y";rk; gw;wpa g[fhh;fisg; gpd;tUk; Kfthpf;F vGjp mDg;g[f/ tpHpg;g[g;gzp ,y";r xHpg;g[ ,af;Feh;
brd;id 600 006''
8. In view of the limited request made by the counsel for the petitioner, this Court issues direction to the respondents 1 and 2 to implement the G.O.Ms.No.185, Personnel and Administrative Reforms (N) Department dated 10.10.2006 based on the petitioner's representation dated 25.08.2025, within a period of six weeks from the date of receipt of a copy of this order.
9. This Writ Petition is allowed on the above terms. No costs. 23-03-2026 Index: Yes/No Speaking/Non-speaking order SK
