By the instant writ petition, the petitioner seeks a direction to the respondent to consider his representation dated 18.05.2015, whereunder, he has sought issuance of caste certificate. 3.

We have perused the petitioner's aforesaid representation, wherein, there is no mention of details of his caste and tradition. Further, the petitioner has not enclosed with the said https://hcservices.ecourts.gov.in/hcservices/

representation, the relevant documents, which will enable the authorities to examine his case, before issuance of community certificate. No caste certificate can be issued without proper verification of the facts. The Supreme Court, in Kumari Madhuri Patil and another vs. Additional Commissioner, Tribal Development and Others 1, has laid down in crystal clear terms as to what is the nature of an enquiry and how an enquiry be made before issuance of caste certificate.

It is stated at the Bar by the learned Special Government Pleader that there is a proper format for making an application along with necessary documents to be enclosed with the application form. As such, on the application submitted by the petitioner, no action can be taken by the authorities. We make it clear that unless proper application, along with all relevant documents, is filed, we cannot issue a direction to the authorities to consider the petitioner's representation which has been submitted by the petitioner without enclosing the relevant documents.

Resultantly, the writ petition stands dismissed. No costs.
