Prayer : Petition filed under Article 226 of the Constitution of India, to issue a Writ of Mandamus, directing the 3rd and 4th respondents to consider the application of the petitioner dated 07.12.2017 and 10.12.2017 respectively and grant No Objection Certificates for migration to the 3rd respondent college as envisaged under clause 6 of the Graduate Medical Education Regulations, 1997.

O R D E R

The petitioner has been admitted through the All India Quota in Thiruvarur Medical College. After completing the 1st year, he applied for transfer to the Madras Medical College, where one seat is vacant. The Thiruvarur Medical College Dean has granted No objection certificate, so as to enable him to submit the application for migration to the Directorate of Medical Education, who has to forward the application to the State appointed Committee to scrutinize the applications received in this regard.

2.Earlier this Court passed an order dated 21.12.2017, directing the Dean Madras Medical College as well as the Registrar/Vice Chancellor, Tamil Nadu Dr. MGR Medical University to issue No objection certificates. Both of them have complied with the order passed by this Court and the application has been presented by the petitioner to the Directorate of Medical Education [DME]/5th respondent. Therefore, the Directorate of Medical Education is to take a decision, on receipt of the application with regard to the migration of the petitioner at the earliest.
