PRAYER: Writ Petition is filed under Article 226 of Constitution of India, pleased to issue a Writ of Mandamus, directing the respondent to give permission and police protection to conduct cultural programme (Adal Padal Nigalchi) in the event T.Mettupalayam Village Arulmigu Sree Maha Mariyamman Temple Festival at Modakurichi Taluk, Erode District on 12.04.2023 between 6.00 PM to 11.00 PM by considering the petitioners representation dated 23.03.2023.

The Writ Petition has been filed for directing the respondent to give permission and police protection to conduct cultural programme (Adal Padal Nigalchi) in the event T.Mettupalayam Village Arulmigu Sree Maha Mariyamman Temple Festival at Modakurichi Taluk, Erode District on 12.04.2023 between 6.00 PM to 11.00 PM by considering the petitioners representation dated 23.03.2023.
2.The learned counsel appearing for the petitioner submitted that in order to conduct the cultural programme in the event of T.Mettupalayam Village Arulmigu Sree Maha Mariyamman Temple Festival at Modakurichi Taluk, Erode District on 12.04.2023 between 6 PM to 11 PM, the petitioner has sent a representation dated 23.03.2023 to the respondent. But, the same has not been considered so far. Hence, the present writ petition has been filed.
3.The learned Government Advocate (Crl.side) appearing for the respondent submitted that the respondent police has received the representation of the petitioner and the same is pending for consideration.
4. I have considered the submission of the learned counsel appearing for the petitioner and the learned Government Advocate (Crl.side) appearing for the respondent police.
5. It is brought to the notice of this Court that the Director General of Police, Tamil Nadu, Chennai, had issued a Circular Memorandum in Rc.007301/Genl.I(1)/2019, dated 09.04.2019, along with instructions to the Inspectors of Police throughout Tamil Nadu for consideration of applications seeking permission for conducting cultural programme. Therefore, in view of the detailed circular and guidelines issued by the Director General of Police, the respondent police is hereby directed to consider the representation of the petitioner, dated 23.03.2023 and pass suitable orders based on the above said circular.
6. With the above direction, this Writ Petition is disposed of. No costs.
