When the matter is taken up for hearing, it is brought to the notice of this Court that the petitioner has never approached the authority seeking permission to conduct the cultural programmme in the event of Arulmigu Sri Vinayagar, Sri Balamurugan, Sri Kangai Amman, Swami Temple's Maha Kumbabishekam Kadampur Village, Villupuram, scheduled to be held on 29.08.2018. He has simply sent the representation dated 16.08.2018 by post to the respondent.

2.Without approaching the respondent for appropriate orders, the petitioner cannot file a writ and hence, this Writ Petition stands dismissed. No costs.
